Municipal zoning laws are dense, fragmented, and opaque. Developers and investors spend weeks deciphering regulations that could be navigated in hours with the right intelligence layer. The friction lives in the absence of a primitive that makes the information navigable at the altitude the buyer is operating at.

A regulatory intelligence harvester that turns zoning frameworks into navigable development-opportunity maps. The Decoder archetype applied to municipal regulation — harvest, synthesize, surface constraints before they become costly surprises.
